Abstract

So far, law as a tool to regulate society has been recognized for its strength. Modernization brings changes to the basic values ​​of society, such as opening up new sources of wealth and power, and stimulating corruption as a result of changes in the activities of the political system. In other words, modernization breeds corruption because of less effective and efficient management and control that causes corruption.
